The best thing to do and it s the code in va is to put aluminum coil in between the wood and the concrete. For this specific situation i would rather see the concrete poured against the cement siding which goes all the way down to the bottom. The gravel is about now 3 4 inches up the siding as you can see in pictures. I would advise locating a vinyl siding company and getting them to break some scraps that they ve laying around about an inch much higher than the concrete will be poured and as far out from the house as the scraps will go. If the concrete is touching the cedar then it is not likely there is any drainage for the wrb and the cedar. Typically when i pour concrete against a house foundation never pour concrete against any siding imho it invites trouble later i have an expansion joint set to the house.

You are right to be concerned about placing the new concrete step in direct contact with the fiber cement trim or most siding and trim materials for that matter. If you must do it try to install some serious flashing between the wood and concrete such as ice and water barrier protected by aluminum that goes well below any wood and up under the siding.
